The move was to be expected after the team signed Trent Brown on Monday. Brown and Kolton Miller will step in as the teams starting tackles.
Penn was the leader of the offensive line and was a big part to the 2016 season and the lines ability to protect Derek Carr. The Raiders signed the 35-year-old in 2014 after the tackle was released by the Tampa Bay Buccaneers.
