Michael Gehlkan of the Las Vegas Review-Journal reported that sources said he has ligament damage in his foot and will undergo surgery this week.
Their game against Philadelphia on Sunday will be the first time Penn has missed a game since 2007, ending his streak of 174.
The 2006 undrafted free-agent from Utah State signed with Oakland in 2014 after being released by the Tampa Bay Buccaneers.
He recently signed a two-year, $21 million contract extension with the Raiders on September 15.
